Starred in WKU's comeback in the 38-35 overtime victory against Old Dominion in the Famous Toastery Bowl – the fourth-largest comeback ever in a bowl game – and was named the game's Offensive MVP. After coming on in relief at quarterback, he led the Hilltoppers back from a 28-point deficit by throwing for 383 yards and five touchdowns on 40-of-52 passing and rushing for an additional 53 yards on 19 attempts in his first significant action at the college level. His 436 yards in the Famous Toastery Bowl were the second-most by a Conference USA player during the 2023 season, his 52 passing attempts and his five touchdowns were tied for the most in a single game, and his 40 completions were the most in a game. His 383 passing yards were the fourth most in a single game in CUSA in 2023
Saw limited action in WKU's Sept. 16 game at No. 6/4 Ohio State and again during the second half in the regular-season finale at FIU on Nov. 25, when he threw for 4 yards on 1-of-2 passing and rushed for 23 yards on four attempts

Veltkamp appeared in one game during his freshman season on The Hill. In WKU's 73-0 victory over South Alabama, he completed all four of his pass attempts for 25 yards
